Huh... There's a mistletoe right above you... That's weird, it's Decemb-- oh wait. December is the perfect time to get stuck under the mistletoe with someone. And look! There's a someone else stuck with you under there right now! And, of course, you both can't move until you kiss one another (Of course, not specifying where that kiss needs to happen).

But at the same time, he'd rather not take any risks being stuck here for longer than he needs to be. A tense situation within an awkward one is just way past what he can handle now. So in he comes. Ducks his head a bit, not because he's expecting a kiss, but just so he doesn't have to look - before he can nod, no, you don't have to kiss back - he gets kissed anyway.
